Best practice is to use a DOI (Digital Object Identifier), if available, over a permalink or URL. 

It is best to use the appropriate citation for a book or article. Permalinks, permanent URLs, URLs copied from the browser window, etc. are often unreliable when trying to locate the article in the future. If you have at least the title and author, or DOI, you can usually find the article again.

If needed, permanent links can be copied from the record preview of a resource when you are looking at a results page after a search.
